Amped Charge Rifle is a Burn Card in Titanfall. It replaces your Anti-Titan weapon with a Charge Rifle with half the charge time, shortening charge time from 2.3 seconds to 1.15 seconds.
Trivia
The Charge Rifle apparently has two firing modes which are standard for the normal charge rifle and a "Training" mode for the Amped Charge rifle.
Evidence of this can be found in the Amped Charge rifle burn card were Bish quotes its setting.
